IDR Libraries from Developmental Studies Center (www.devstu.org)  for grades K-8.  While not the least expensive pre-packaged libraries, these are BY FAR the most carefully selected collections, grouped by grade level as easy, on-level, and challenging by a team of educators and children’s librarians who reviewed thousands of books to create these sets.  Great mix of fiction and nonfiction!
